Development Services Public Meeting

That the deputations by Mike McIntyre, Stella Yu, Dina Dong, Stephen Edgell, Gregory Karastergios, Sheng Huang, Kara Li, and Doug Denby, be received; and, That the written submission by Dennis Condos, Heather McKelvie, Stella Yu, Mike McIntyre, Ben Shum, Albion Fung, Catherine Leung, William Carruthers, Markville Community Association, Frank Vignando, Paraland Corp., Shunyan Cai, Eileen Costello, Stella Yu (Unionville Residents Association), and Yuning Chen be received ; and, That the report entitled “PUBLIC MEETING INFORMATION REPORT, CF Markville Nominee Inc., Application for Zoning By-law Amendment to develop “Phase 1” of the Subject Lands for a mixed-use development consisting of 1,881 residential units and five buildings with heights from 30 to 39 storeys at 5000 Highway 7 East (Ward 3), File No. PLAN 24 172945”, be received; and, That the Record of the Public Meeting held on September 9, 2025 with respect to the proposed Zoning By-law Amendment application, be received; and, That the applications by CF Markville Nominee Inc., for a proposed Zoning By-law Amendment (PLAN 24 172945) be approved and the draft implementing Zoning By-law Amendment be finalized and enacted without further notice at the November 25 th (or at future) Council meeting; and further, That staff be authorized and directed to do all things necessary to give effect to this resolution.

That the deputations by Gregory Karastergios, Stephen Edgell, Sid Bull, Hassan Tanveer, and Evelin Ellison, be received; and, That the written submission by David McBeth, be received; and, That Staff investigate the opportunity to hold another Development Services Public Meeting to discuss the “City-Initiated Official Plan and Zoning By-Law Amendments, Additional Residential Units-City Wide, File: PLAN 24 196906” with enhanced communication/promotion of the meeting; and, The presentation titled “City-Initiated Official Plan and Zoning By-Law Amendments, City of Markham, Additional Residential Units-City Wide, File: PLAN 24 196906”, be received; and, That the report entitled “PUBLIC MEETING INFORMATION REPORT, City initiated official plan and zoning by-law amendments to permit up to three additional residential units (up to four residential units total) where zoning permits single detached, semi-detached or row house dwelling units (with some exceptions)”, be received; and, That the Record of the Public Meeting held on September 9, 2025, with respect to the City initiated proposed Official Plan and Zoning By-law Amendments be received; and, That the City initiated proposed Official Plan and Zoning By-law Amendments (PR 196906), be
