1) That the reports dated February 4, 2019 entitled “2018 Investment Performance Review” be received; and, 2) That staff be directed to update the Development Charges Borrowing Policy and the Investment Interest Allocation Policy to reflect that all internal lending to the Development Charges Reserve will be at the Prime Rate for borrowing deemed to be less than 5 years in duration, and at the York Region debenture rate when borrowing is deemed to be over five years in duration; and further, 3 3) That staff be authorized and directed to do all things necessary to give effect to this resolution.
